Production outage during environment rebuild

A manual rebuild of the production hosting environment, intended to clear a cosmetic health warning, failed partway through and left the site returning 502/503 errors. The environment was recreated, configuration and secrets were restored, and a full redeploy of the same application version brought the API and dashboard back. No customer data was lost; runs that were executing at the time of the outage ended as failed and can be re-triggered. We have since changed the deployment runbook so environment rebuilds are never performed on production.
